Don R. “Randy” Scheidt MAI CCIM FRICS has been appointed Chair of the Commercial Committee of the National Association of REALTORS® for 2012. He also serves as a Federal Political Coordinator for NAR and was elected to serve through 2012 on NAR’s Board of Directors.

Randy has been in the real estate profession since August of 1972. He is President of Don R. Scheidt & Co., Inc., which has offices in Indianapolis, Columbus and Lafayette, Indiana.
The firm specializes in valuations, consulting and market studies, as well as other services throughout the Midwest. Commercial brokerage and property management services to date have been concentrated in central and south central Indiana.



Greenfield Advisors and Georgia Institute of Technology to Evaluate the NIST MEP
November 15, 2011

ATLANTA, GA –The Hollings Manufacturing Extension Partnership (MEP), a program of the National Institute of Standards and Technology (NIST), is a nationwide network of manufacturing extension centers that provide services to small and mid-sized manufacturers to increase their competitiveness and productivity. Since 1989, the MEP has worked with manufacturers to provide cost-effective expertise and assistance to improve their manufacturing processes, to provide workforce training, and to implement new technologies. The MEP also focuses on supply chains, providing growth and innovation services to firms. Approximately 7500 client firms are served annually.

Many stakeholders view the primary mission of the MEP as materially improving the long-term viability of US manufacturing. To meet this mission, MEP must demonstrate persistent, long-term improvement in client performance. In addition, the U.S. Office of Management and Budget (OMB) has asked federal programs to make decisions regarding assessments of program performance based on evidence. Recently, the U.S. Department of Commerce awarded Greenfield Advisors and the Georgia Institute of Technology $249,000 to evaluate the effects of the MEP program. In this work, we will be evaluating the economic performance and survival of U.S. manufacturing firms, comparing the outcomes of MEP clients to nonclients, controlling for other factors. Our focus will be on establishments that received MEP services between 1997 and 2007. We will estimate the effect of different levels and types of MEP services on output and productivity growth over this period. The novelty of our approach is the econometric methods we will use to find the determinants of economic performance and survival of MEP clients while adequately controlling for selection bias.

Greenfield Advisors’ partner in this research is the Georgia Institute of Technology. Dr. Jan Youtie, Manager of Policy Services and Principal Research Associate at Georgia Tech’s Enterprise Innovation Institute, commented “the MEP is an important program targeted specifically for manufacturing. We are excited to work with Greenfield Advisors on this important evaluation of the effect of program services on manufacturing performance and survival.”

The MEP evaluation will take approximately 1 year to complete. Greenfield has assembled a blue-ribbon Technical Advisory Group (TAG) to consult on the development of the research and provide guidance as necessary. Members of the TAG include former and current chief economists within the U.S. Department of Commerce as well as other well-known economists at the U.S. Census Bureau and the University of Texas at Austin. The International Right of Way Association (IRWA) elected Randy A. Williams, SR/WA, MAI, FRICS as its 2011-2012 International President.

With 30 years of real estate valuation experience, Randy serves as Managing Director for Integra Realty Resources-Austin, where he leverages his expertise in appraisal, expert testimony and eminent domain for a diverse client base in both the private and public sectors. As leader of IRWA’s International Executive Committee and Board of Directors, Randy has an integral role in overseeing the policies and strategic planning of the nearly 10,000 member Association. As President, he serves as the chief elected officer and is granted the powers and duties of management usually vested in the office of president of a corporation.

IRWA has become recognized internationally as the central authority for right of way educational programs and professional services, and its diverse base of members perform a fundamental role in overseeing the many phases of infrastructure projects across North America. Eric Lehmayer MRICS Appointed by Pennsylvania Governor to State Board of Certified Real Estate Appraisers

Eric M. Lehmayer MRICS High Associates Ltd., Director of Appraisal Services was recently appointed by Governor Corbett and confirmed by the Pennsylvania Senate to serve a four-year term on the State Board of Certified Real Estate Appraisers. The function of the board is to regulate the certification of real estate appraisers and assessors in the Commonwealth of Pennsylvania and establish and uphold standards of professional appraisal practice.

Mr. Lehmayer, a resident of Spring Garden Township in York County, has 25 years of experience in the real estate industry and has been with High Associates for 13 years. He holds the MAI designation from the Appraisal Institute, is a member of the Royal Institution of Chartered Surveyors, and is a LEED AP. Mr. Lehmayer is also certified as a general appraiser in Pennsylvania and is a licensed Associate Broker member of the National Association of Realtors® and its state and local affiliates.

Rob Nahigian FRICS Named To Massachusetts Real Estate Licensing Commission Education Subcommittee
April 30, 2011



The Massachusetts Real Estate Licensing Commission has appointed Rob Nahigian FRICS SIOR CRE and Principal of Auburndale Realty Co., Newton, Mass. to its Education Subcommittee.

The Education Subcommittee reviews and recommends to the State’s Executive Director and Associate Executive Director the educational requirements to become a real estate licensed salesperson and broker. The Ed Subcommittee also submits recommendations for new CE licensing courses, hours required for educational requirements for all licensing issues, and approves any new courses submitted by the public for review. They make recommendations regarding the course content and outline format both for residential and commercial real estate licensing practitioners.

Rob will be serving as the representative solely involved in commercial real estate. He has been periodically working with the Ed Subcommittee since 1998 and in the last two years has presented approximately 28 CE course submissions. A number of these commercial courses have been approved by the state for CE course offerings, including Green & Sustainability, Advanced Industrial Logistics, Commercial Real Estate Transactions, Commercial Loan Packages, the Anatomy of a Commercial Product, Commercial Real Estate Ethics, Basic Industrial Real Estate, etc. Some of these courses were jointly developed by Rob and CBA, and CoreNet, and has been a collaboration of other commercial real estate organizations.

Rob has 39 years of real estate experience with 29 years exclusively in commercial and industrial as a developer, advisor, expert witness and broker of approximately $4.9 billion of real estate totaling 39 million square feet. He is recognized as a national leader in his industry; a frequent speaker; and invited columnist to newspapers.

He provides brokerage/advisory and expert trial witness services to public agencies, investment portfolio groups and corporations in New England, Missouri, Ohio, California and Florida. He was appointed to the Mass. Highway Real Estate Appraisal Review Board by Gov. Patrick. He serves on the Advisory Acquisitions Committee for a publicly-listed real estate investment firm on the AMEX exchange (NERA).

This national publication is published 4-6 times per year for its 1200 plus members and guests and provides timely and thought-provoking information on a wide range of real estate issues and topics. The newsletter showcases CRE activities and events including reviews of the national convention programming, chapter activities, new member and current member announcements, book reviews, Market Monitor of the US macro economics and real estate industry trends.

As the Editor-in-Chief, Rob’s role is to review all contributing articles for relevancy and appropriateness in the newsletter and to write/submit a “Message from the Editor”, for each issue. Rob is currently adding a new section on a “point-counter point” of topical real estate issues for each quarter. The CRE membership will be asked to contribute to a Question of the Quarter and eight contributing CRE opinions will be published.

Currently, Rob also serves as Chapter Chair for the New England/Upstate NY Chapter and has served in many other leadership capacities including National Chair, CRE Communications Committee; National Vice-Chair of Chapter Activities Committee; Member of the National Board of Directors and Chair of the Chapter’s Board of Directors. Rob was also awarded in 2009, the “James Felt Creative Counseling Award,” which recognizes the most innovative and creative counseling on complex real estate issues in an ethical, objective and expert manner. He is the only New England Chapter CRE member to have been the recipient of this coveted award. The Counselors of Real Estate is an affiliate of the National Association of Realtors that comprises the most elite real estate advisors in the U.S. that are accepted by invitation only.

The Association for the Advancement of Cost Engineering International (AACEI) has elected Calvin Speight Jr. MRICS as 2011-2012 Treasurer.

Calvin is a member of the Royal Institution of Chartered Surveyors and a member of AACE International since 2008.  He holds a B.A. in Business Administration from Rutgers University and an M.B.A. in Finance from the University of Pittsburgh.

As Treasurer, National Capital Section, AACE International, Calvin will be responsible for the funds of the local section.  Upon authorization from the Section Board, he will distribute funds and report the financial status to the board as required.

Afra is a Chartered Surveyor and Managing Director of Raymond & Pierre Limited. He holds a B.Sc. in Land Administration and is also a Professional Member of the RICS with specializations in Valuation, Planning & Development, and Property Finance.

With qualifications in Advanced Alternative Dispute Resolution, Afra’s experience spans the fields of property valuation, project appraisal and management, program management and advanced planning for the long-term and large-scale redevelopment of housing estates and commercial complexes.

Guy A. Smith, MBA, MRICS, PQS(F) Named Executive Director, Learning Facilities at Alberta Infrastructure

Guy A. Smith has held several different positions with the Government of Alberta during a career spanning over 25 years. As leader of a group of professionals and technologists, he is responsible for project planning and delivery for school boards and post secondary institutions throughout the province. In addition, he leads a team of professionals who deliver social infrastructure using the public-private partnership (P3) procurement approach. The ASAP team, as it is called, has so far completed the P3 procurement of 32 schools, 18 of which opened in Edmonton and Calgary in September 2010, and the remainder of which will open during the 2012 school year. Several other social infrastructure projects are currently in the planning stages.

Ross brings more than 10 years of experience providing advisory services on capital investments in the UK, Australia and Canada. Turner & Townsend to merge Canadian Operations with cm2r
April 15, 2010

Turner & Townsend, the Global provider of professional services to the construction industry has today announced the merger of its Canadian operations with cm2r, a Toronto based construction consulting firm which operates throughout Canada, as well as North America, providing cost management, project management, loan monitoring and consulting services.

The merger follows the rapid expansion of Turner & Townsend in Canada, where it has had a presence since 2004, providing project management services to motor manufacturer Nissan, and cost management services to a wide range of clients, particularly in the mining sector, including Barrick Gold and Pebble Limited Partnership. More recently the company has advised clients such as EllisDon, Fengate Capital Management and other international lenders on P3 projects. cm2r is currently engaged in a number of significant key frameworks and public private partnerships including the development of Mount Sinai Hospital in Toronto and the University of Ontario Institute of Technology.

The merged company will be called Turner & Townsend cm2r and have offices in Toronto and Calgary with plans to expand into other locations in due course. As a combined force the Directors believe the company will be well placed to grow significantly with the added level of experience in management consultancy, facilities management, PPP/P3 and related cost and project management services.

BTY Group Expands National PPP Advisory Team


BTY Group has announced the appointment of Joanne Henson, PQS, MRICS, LEED AP as practice leader of its regional office in Toronto.

Joanne brings BTY Group - one of Canada’s leading cost and project management consultancies - more than 20 years of professional experience working in senior project and development management roles in the United Kingdom and Canada.

Since joining the firm, Joanne has taken a senior leadership role in providing technical due diligence services to global capital lenders participating in the Canadian P3 market, for which BTY Group has been providing advisory services for 15 years.

Integrating her expertise across the multiple elements of a P3 transaction, she advises public and private sector clients on contractual, finance, design and planning, project management, facilities management, capital and life cycle and operational issues.

Joanne will help spearhead BTY Group’s expansion in Ontario, Canada’s most populous province.
